How to resend request for llama3 70B, or how to return $9 for pro subscription?

My request to Llama-3.3-70B-Instruct was rejected, probably, because I did not have Pro Account. Now I have it but it still says "Your requset has been rejected". How can I reapply or return my money for the Pro Account?
